Leffall was a Trustee of the American Health Foundation between February 1982 and April 1988. He has been Chairman of the Department of Surgery at Howard University since 1970.

As the newly-elected President of the American Cancer Society, Leffall shilled for the Disease Prevention and Health Promotion Act of 1978, the legislation inflicting the fascist "Health People" program on American. Leffall was one of the officers of World Smoking and Health, a propaganda organ of the American Cancer Society, in 1979. Its editorial Advisory Board included Prof. T. Abelin, Berne, Switzerland; Dr. K. Bjartvelt, Oslo, Norway; Dr. G. Godber, Cambridge, U.K.; Dr. N. Gray, Geneva, Switzerland; Dr. E. Cuyler Hammond, N.Y., U.S.A.; Dr. R. Masironi, Geneva, Switzerland; Dr. L.M. Ramström, Stockholm, Sweden; and Prof. H. Schmidt, Mannheim, Germany. The editors of the Charlotte Observer, the largest newspaper in North Carolina, were true believers in their crusade.

Cuyler Hammond and Lawrence Garfinkel, participated in the Conference on the Primary Prevention of Cancer: Assessment of Risk Factors and Future Directions, at the American Health Foundation, June 7-8, 1979. Besides the contingent from the AHF (Ernst L. Wynder, Dietrich Hoffmann, John H. Weisburger, and Charles B. Arnold), participants included Arthur Upton, Director of the National Cancer Institute; Gio B. Gori and T.C. Tso of the Tobacco Program; Paul D. Stolley and D. Mark Hegsted, food fascists from Harvard University; Henry T. Lynch, a member of the CTR Scientific Advisory Board in 1996; and a contingent from Deutsche Krebshilfe in Germany, which co-sponsored the event.

Leffall was a director of Warner-Lambert Company from 1988 until its merger agreement with American Home Products in 1999. Fellow directors included Alex J. Mandl, a director of the Walter A. Haas School of Business at UC-Berkeley and WETA Television and Radio; and Michael I. Sovern, who was President of Columbia University from 1980 to 1993 (while Arthur B. Krim was chairman of Columbia's Medical Research Center; and Sovern was a director of Krim's Orion Pictures Corporation in 1994), and is on the boards of Channel Thirteen and the Henry J. Kaiser Family Foundation.

Leffall was a member of the Board of Directors of Joseph Califano's CASA in 1994. Dorothy P. Rice, the witch of fraudulent smoking cost studies, consulted and assisted on CASA's fraudulent report, "The Cost of Substance Abuse to America's Health Care System - Report 2: Medicare Hospital Costs." It was funded by the Henry J. Kaiser Family Foundation.
